GST Registration for Online Sellers: 2026 Guide

Selling products online can be a simple way to start a business, but GST compliance can become complicated when you sell through marketplaces, your own website, or across different states. GST registration for online sellers depends on factors such as your turnover, the type of supply, the state from which you operate, and the way you sell online.

One important point is that the old advice that “every online seller must have GST registration” is now too broad. Since October 2023, certain small suppliers of goods selling through eligible e-commerce operators can remain unregistered if they satisfy specific conditions. At the same time, other sellers may still have to register because of their turnover or another compulsory-registration rule.

This guide explains when GST registration is required, when a small online seller may be exempt, what documents are needed, how to apply, how much registration costs, and what compliance continues after registration.

Important: GST rules can depend on the exact nature of your products, sales model, state, and transactions. This article provides general information and should not replace professional advice for a fact-specific situation.

GST Registration for Online Sellers: When Is It Required?

The first question for an online business is not simply whether it sells online. The real question is whether the business falls within a category that must obtain GST registration under the CGST Act and applicable notifications.

For many businesses, registration is linked to aggregate turnover. However, certain categories can have registration obligations even when turnover is below the normal threshold.

Do Online Sellers Have a GST Turnover Limit?

Yes. For suppliers engaged exclusively in the supply of goods, the general exemption threshold is ₹40 lakh in most states, subject to the conditions and exclusions prescribed under the applicable notification. A lower threshold applies in specified states.

For suppliers of services, the commonly applicable threshold is ₹20 lakh, with a ₹10 lakh threshold in specified special-category states.

These thresholds should not be applied mechanically. The nature of the supply and the registration provisions applicable to the seller must also be examined.

Does Selling Through Amazon, Flipkart or Meesho Automatically Require GST?

Not necessarily in every case.

Section 24 of the CGST Act contains compulsory-registration provisions for suppliers making supplies through certain e-commerce operators. However, Notification No. 34/2023-Central Tax introduced an exemption for certain small suppliers of goods selling through qualifying e-commerce operators.

For an eligible unregistered goods seller, the exemption is subject to conditions including:

  • No inter-State supply of goods.
  • Supply through the e-commerce operator in only one State or Union territory.
  • A valid PAN.
  • Declaration of PAN, business address and the relevant State or Union territory on the common portal.
  • Obtaining an enrolment number before making supplies through the e-commerce operator.

The rules therefore make it important to distinguish between a small local seller using an eligible marketplace and an online seller making inter-State supplies or otherwise falling under compulsory registration.

Notification No. 34/2023-Central Tax and the related special procedure came into effect from 1 October 2023. The official Gazette sets out the conditions for this exemption.

What If I Sell Through My Own Website?

Selling through your own website is different from selling through a marketplace operated by another party.

If you sell your own products through your own website, the website itself does not automatically create a separate GST registration requirement. Your GST position still depends on the applicable registration provisions, turnover, nature of supplies and other circumstances.

CBIC has also clarified that where a person sells their own products through a website, there is no Section 52 TCS collection on behalf of “other suppliers” merely because the website is used for the seller’s own sales.

For businesses building a D2C brand, GST is only one part of the legal setup. You should also consider D2C brand legal requirements in India, consumer-facing terms, product-specific licences and brand protection.

GST Turnover Limit for Online Sellers

Understanding “aggregate turnover” is essential before deciding whether registration is necessary.

What Is Aggregate Turnover Under GST?

Under Section 2(6) of the CGST Act, aggregate turnover is calculated on an all-India basis for persons having the same PAN. It generally includes taxable supplies, exempt supplies, exports and inter-State supplies, subject to the statutory exclusions.

GST, CGST, SGST, UTGST, IGST and compensation cess are excluded from aggregate turnover.

This means you should not simply look at the amount of profit left after expenses. GST registration thresholds are based on turnover concepts under GST law, not your net profit.

Do I Need GST if My Turnover Is Below ₹20 Lakhs?

Not necessarily. The answer depends on what you supply and where your business is located.

For example, a goods-only seller in a state where the ₹40 lakh threshold applies may remain below the ordinary registration threshold. A service provider in the same state generally has a ₹20 lakh threshold.

However, compulsory-registration provisions and specific exemptions can change the result. This is particularly important for online sellers because e-commerce transactions have specific rules.

What Are the Goods Registration Thresholds?

For exclusive suppliers of goods, the commonly applicable thresholds are:

  • ₹40 lakh: generally applicable in most states.
  • ₹20 lakh: applicable to suppliers of goods in specified states.
  • ₹10 lakh: applicable in certain specified states under the applicable GST framework.

For services, the general threshold is ₹20 lakh, while ₹10 lakh applies in certain specified states.

Always check the applicable notification for your state and business activity before relying on a threshold exemption.

Who Is Exempt From GST Registration for Online Selling?

A seller may not need GST registration if the business falls within an applicable exemption and does not fall into a compulsory-registration category.

For example, certain small suppliers exclusively selling goods can benefit from the general turnover-based exemption. There is also a specific exemption for certain small goods suppliers selling through eligible e-commerce operators, subject to the conditions discussed above.

For Which Person Is GST Registration Not Mandatory?

Registration may not be mandatory for a person who remains within the applicable threshold and does not fall under a compulsory-registration category.

Persons exclusively supplying goods or services that are not liable to tax or are wholly exempt can also fall within the statutory exemption under Section 23, subject to the applicable provisions.

The safest approach is to check three things together:

  • Your aggregate turnover.
  • The nature and location of your supplies.
  • Whether any compulsory-registration provision applies.

Which Business Is GST-Free?

“GST-free” can be misleading because it may refer to two different situations.

First, a business may not be required to register because it falls within a registration exemption. Second, a particular supply may itself be exempt or otherwise not taxable.

These are not the same thing. A business should not assume that every seller dealing in an exempt product is automatically outside every GST compliance requirement.

How to Register for GST for Online Sellers

If your business is required to register, the application is made electronically through the GST Portal.

Step 1: Check Your GST Liability

Before applying, determine:

  • Whether you sell goods, services or both.
  • Your aggregate turnover.
  • Your State or Union territory.
  • Whether you make inter-State supplies.
  • Whether you sell through an e-commerce operator.
  • Whether any special compulsory-registration rule applies.

If you are unsure, a professional review can prevent you from choosing the wrong registration route.

Step 2: Prepare Your Documents

The GST Portal’s registration checklist includes documents relating to the constitution of the business, the principal place of business, authorised signatories and other applicable information.

Depending on your business structure, documents can include:

  • PAN.
  • Identity and address details of the proprietor, partners or directors, as applicable.
  • Photograph of the relevant stakeholder or authorised signatory.
  • Proof of the principal place of business.
  • Partnership deed, certificate of incorporation or other proof of constitution, where applicable.
  • Authorisation letter or board/management resolution, where applicable.
  • Additional place-of-business documents, where relevant.

The exact documents can vary according to the constitution of the business and the nature of the premises.

For a detailed overview, see Lawizer’s GST registration guide for small shop owners.

Step 3: Apply on the GST Portal

The GSTN registration process begins through the official GST Portal.

The GST Portal’s current instructions provide the following broad route:

  1. Go to Services > Registration > New Registration.
  2. Select “Taxpayer” where applicable.
  3. Enter the PAN, State or Union territory, email and mobile details.
  4. Complete OTP verification.
  5. Generate the Temporary Reference Number (TRN).
  6. Use the TRN to complete the remaining application.
  7. Enter business, promoter/partner, authorised signatory, address and goods/services details.
  8. Complete the applicable Aadhaar authentication or other verification process.
  9. Submit and electronically verify the application.
  10. Track the Application Reference Number (ARN) and respond to any clarification request if issued.

Step 4: Receive Your GSTIN

Once the application is approved, the GST registration certificate is made available electronically and a GSTIN is assigned.

Do not confuse the application submission date with the date on which registration is actually granted. Your effective date can also depend on when the liability arose and when the application was filed.

Can I Register for GST in One Day?

GST registration can be faster than it was in earlier years, but no applicant should treat one-day approval as a universal guarantee.

Since November 2025, the GST framework includes simplified, risk-based registration mechanisms. Rule 14A provides a simplified route for eligible small taxpayers, subject to the prescribed conditions, including the relevant output-tax-liability condition and Aadhaar authentication.

The GST Council has also described a system-driven registration process capable of granting eligible low-risk applications within three working days.

Applications that require clarification, verification or additional documents can take longer.

Common causes of delay include:

  • Incorrect PAN details.
  • Address-document mismatch.
  • Incomplete business documents.
  • Problems during Aadhaar authentication.
  • Questions raised by the proper officer.
  • Requirement for additional verification.

How Much Does GST Registration Cost for Online Sellers?

There are two separate questions here: the government application cost and the professional assistance cost.

Is GST Registration Free?

The GST registration application is filed electronically through the government GST Portal. A business does not need to pay a private intermediary merely to access the government registration form.

However, a professional or legaltech service may charge a separate service fee for document preparation, application filing, verification support and handling queries.

Lawizer currently advertises its GST registration service separately from the government registration process. You can review the current service details on Lawizer’s GST Registration service page.

How Much Does a CA Charge for GST Registration?

There is no single government-prescribed CA fee for helping a business with GST registration. Professional fees vary according to the provider, business structure, complexity of the application and whether post-registration compliance is included.

Before engaging a professional, confirm exactly what the quoted fee covers, such as filing, document review, Aadhaar authentication assistance and responses to departmental queries.

Can I File GST Without a CA?

Yes. GST registration is an online government process and a business owner can submit the application directly through the GST Portal.

A CA, tax professional or legaltech provider is not automatically required simply because you are registering for GST.

Professional assistance can nevertheless be useful when the business has multiple promoters, complicated premises arrangements, multiple States, inter-State supplies or uncertainty about registration eligibility.

What Happens If an Online Seller Is Not Registered for GST?

If a business is legally required to register but does not do so, the consequences can extend beyond simply obtaining a GSTIN later.

The GST law contains provisions dealing with tax liability, interest, assessment of unregistered persons and penalties.

Penalty for Failure to Register

Section 122 of the CGST Act specifically includes failure to obtain registration when liable as an offence. The statutory penalty can be ₹10,000 or an amount equivalent to the tax evaded or otherwise covered by the provision, whichever is higher, subject to the facts and applicable law.

Other consequences may include assessment of tax for periods during which the person should have been registered and additional interest or compliance exposure.

For this reason, an online seller should not wait for a marketplace problem or tax notice before checking registration liability.

Can I Sell Items Without GST?

Yes, in circumstances where GST registration is not legally required and the seller is eligible for the applicable exemption.

For example, a qualifying small goods seller may be able to sell through an eligible e-commerce operator without GST registration under the special procedure introduced from October 2023.

However, that exemption has conditions. A qualifying unregistered marketplace seller cannot simply ignore the enrolment requirements or begin making inter-State supplies while relying on the exemption.

Can I Charge GST if I Am Not Registered for GST?

A person should not present themselves as a registered GST taxpayer or collect GST as though they have a GST registration when they are not legally entitled to do so.

If you are registered, your invoices and GST collection should follow the applicable GST rules. If you are unregistered under a valid exemption, you should not treat yourself as a registered supplier merely because a customer asks for a GST invoice.

GST Compliance After Registration

Obtaining a GSTIN is not the end of the process. Once registered, an online seller must maintain appropriate records and comply with the return and tax-payment requirements applicable to the chosen registration type.

GST Invoices

Registered sellers need to issue invoices in accordance with GST requirements. The invoice should contain the prescribed particulars, including the GSTIN and other applicable details.

Good invoice records are especially important for marketplace sellers because sales data may need to be reconciled with platform statements and GST returns.

GSTR-1 and GSTR-3B

Depending on the taxpayer’s registration and filing frequency, GST returns such as GSTR-1 and GSTR-3B may apply.

GSTR-1 reports outward supplies. GSTR-3B is used for reporting tax liabilities and eligible input tax credit and for paying the resulting tax liability.

The GST Portal states that GSTR-1 is required even where there is no business activity for the relevant tax period, subject to the applicable filing framework.

For continuing support, businesses can also explore Lawizer’s annual compliance services.

E-Commerce TCS

Where Section 52 applies, an e-commerce operator collects Tax Collected at Source from the relevant supplies made through it by other suppliers.

The TCS amount is reflected through the GST system and can be relevant when reconciling your marketplace sales and tax records.

The TCS rate was reduced to 0.5% with effect from 10 July 2024, subject to the applicable tax component and notification. This is separate from the GST rate applicable to the underlying goods or services.

Therefore, TCS should not be confused with the GST charged on the customer’s purchase.

Input Tax Credit

Registered businesses may be eligible to claim Input Tax Credit on qualifying business purchases, subject to the conditions and restrictions under GST law.

Keep supplier invoices, purchase records and GST data properly reconciled. The GST Portal’s GSTR-2B is an auto-drafted statement that provides information relevant to input tax credit.

GST Registration for Online Sellers: Final Takeaway

The biggest mistake an online seller can make is assuming that one simple rule applies to every e-commerce business.

Turnover thresholds matter, but so do the nature of your supplies, your State or Union territory, inter-State transactions and the platform through which you sell.

Small goods sellers may, in specific circumstances, use the exemption introduced for eligible suppliers selling through e-commerce operators. That exemption has conditions and should not be confused with a blanket exemption for all online sellers.

If GST registration is mandatory for your business, completing the registration correctly is only the first step. You should also establish proper invoicing, record-keeping, return filing and marketplace reconciliation processes.
